## Router, policy engine and the first hosts

- Policy-aware router with residency as a hard filter; it never relaxes silently.
- OpenAI-compatible /v1/chat/completions with streaming and an llmeu metadata block.
- Zero-retention traces by default: metadata is recorded, prompt bodies are not.
- Catalogue-only models are labelled as such on every surface that lists them.
